Project Scope
The Economic Development Corporation (“EDC”), the Land Clearance for Redevelopment Authority of Kansas City, Missouri, and the Tax Increment Financing Commission of Kansas City, Missouri selected the APD Urban Planning and Management, LLC Team to conduct blight studies and analyses for blight study projects. Plans that are recommended for financing must include a finding that the redevelopment area qualifies under local statute, as a ‘blighted area’, a ‘conservation area’ or an ‘economic development area’.
Our Work
The APD-U Team conducted at least thirteen blight studies and analyses in Kansas City between 2014 and 2016. All studies included a review of existing conditions of the study area with supportive visual documentation,market analysis indicating whether or not the study area had been subject to growth and development; description and supportive evidence of factors substantiating the finding for ‘blighted’, ‘conservation’, or ‘economic development’; and findings methodology.
Deliverables
Complete Blight Studies and Analysis Reports that include the following:
- Property Data- Neighborhood Demographics, photos, zoning, land use, topography, easements, utilities, environmental, real estate tax information, documentation of existing improvements
- Blight analysis- definitions, identification of legal cases that support the definition, discussion and visual evidence of each contributing blight factor.
