Project Scope
In 2012, APD-U was selected as one of twenty firms to provide national technical assistance (TA) services to grantees receiving Neighborhood Stabilization Program (NSP) funds from the U.S. Department of Housing and Urban Development (HUD). The APD-U Team drew on its expertise in neighborhood planning and implementation, community and economic development, construction and project management, loan underwriting, affordable housing development and marketing/branding to help execute earlier analysis and recommendations.
Our Work
Building off APD-U’s earlier work, the consulting team provided technical assistance services to several grantees receiving the NSP funds in Chattanooga. Technical assistance services include assisting with, and making recommendations on program redesign to meet program expenditures deadlines, review and updating compliance processes and sub-grantee monitoring, and developer oversight processes.
Deliverables
- Conducted needs and staff assessments, which resulted in three (3) direct technical assistance assignments
- Conducted spending analysis, reconciliation review of expenditures, review and analyses of compliance processes
- Completed technical papers and presentations for grantee’s use with elected officials and key stakeholders
- Provided subject matter experts for six (6) grantee clinics and workshops
