Displacement Risk of Opportunity Zones

Last summer, APD Urban completed a displacement risk analysis for the City of  Atlanta’s twenty six (26) Opportunity Zones. Using this analysis the team created a best practice dock of research, reviewing case studies of jurisdictions that have created displacement zones or programs to better understand the strategies being used and their application to the City of Atlanta.
